Fire Risk Assessment – It’s The Law
Any responsible person, even with limited formal instruction or experience, can perform a simple fire risk assessment. More complex buildings need to be assessed by someone with full training and experience in fire risk assessment.
Primarily companies and building owners will be affected by the new law, but it could be anyone with some control over the premises. Fire certificates are no longer valid.
It is the responsibility of employers to carry out a risk assessment of their workplaces under the new regulations, which must contain provisions relating to fire safety measures in the workplace.
The responsible person should visit frequently to continue the risk assessment, especially if:
. There is reason to believe that it is no longer valid; Or
. There has been a major change in the matters concerned or there has been an expansion or significant change in the organization of work.
A risk assessment should be carried out to ensure that appropriate fire precautions, maintenance and management measures are in place to guarantee the safety of anyone who may use your premises.
The Fire and Rescue Authority will now inspect premises and audit fire risk assessments to implement the requirements of the Regulatory Improvement Order.
Five steps to fire risk assessment:
Step 1: Identify fire hazards
Is there a system in place to control the amount of flammable substances and flammable liquids and gases, cleaning fluids, stationery and waste kept in the workplace?
Is the system working properly? Are all flammable materials and flammable liquids and gases stored safely? Are all items of portable electrical equipment frequently checked and properly rated fuses installed?
Step 2: Identify persons at significant risk in the event of a fire
Consider who may be in or near your premises who need to know about your fire protection systems – including employees, people in neighboring buildings, visitors or contractors.
Are there a sufficient number of exits of suitable width for the persons attending? Does the exit lead to a place of safety? Are passageways and escape routes free of obstructions and tripping hazards? Are stairs and steps in good repair? Is the final exit always unlocked when the premises are in use?
Step 3: Assess the risks
Control sources of ignition and use and storage of flammable materials. Do processes and methods avoid the use of flammable materials or processes that use heat?
Have all cost-effective measures been considered to prevent incidents of arson? Have employees been taught how to call the fire brigade, use of fire extinguishers and basic fire prevention?
Step 4: Record your findings and actions taken
This depends on the size of your workplace and the potential for fire. If you employ five or more people have you recorded the findings of a fire risk assessment?
Have you told your employees or their representatives about your findings? If you have prepared a final report, has it been shown to your staff? If you share the workplace with others, are they aware of the risks you have identified?
Step 5: Put the assessment under review
Is a process set up to assess fire risk at regular intervals?
The task of complying with fire safety orders rests with the “responsible person”. Under section 9 of the Order the responsible person must ensure that a fire risk assessment is carried out to identify the general precautions required.
